Interesting thought.  However as I read the articles, it seemed to me that the system described was for jury selection, not a general election.  The ten tribes were equally represented, but I have to profess ignorance, were the tribes similar in proportion?  This is akin to stratified random sampling undertaken by statisticians.

No, it was used for elections as well, but I don't think it was for senators, it was more for the bureaucratic jobs if memory serves.
