How disaffected were the western territories and states?  Think about the  dizzying series of events.  The Whiskey Rebellion.  British inspired Indian conflicts in the southwest and northwest.  The recent Louisiana Purchase.  And the United States was less than 2 decades old.  Burr's alleged pursuit of empire sounds crazy to modern ears, but had to be less so at the time.
