Why should it be in Wales?  Wouldn't Devonshire make more sense?  Also, should the print in you living-room be returned to the Netherlands by your logic?
Should all the things from outside of Wales in Welsh museums be returned to where they originated?  I know there is Romans stuff at the nice Roman museum, should it not be returned to Italy?  Doesn't Cardiff University have stuff from around the continent and around the world in their history and archaeology departments, should it all be returned?
I will be fascinated to hear your explanation of why Welsh stuff should be returned to Wales, but the same doesn't apply to other areas or cultures.

Because at the time Vosper was married and living and painted in Wales, and his subject was Welsh culture and history, it is a Welsh painting as are some of the others, and the rest were of Breton and Cornish, that Is why I believe it should come back to Wales.  Vosper also thought himself as part of the Celtic-Gaul history.

Ahh, but you ignore the other side of the coin.  Why is it OK for things from other cultures to be kept in Wales?  Should not everything in Wales that is from another area or culture be returned to where it came from?
Also, I have a bottle of Penderyn whiskey.  It's not very good actually.  Was it wrong to buy it, should I send it back to Wales?
