As you said, ensuring equal outcome is simply the wrong thing to do. Equal access to opportunities  for each person in whatever life playing field they are pursuing is the best answer and the best possible environment we can hope to achieve.  I do believe you are going to have to place the children of the very influential and well connected in a different category since it is impossible to level that field with middle or lower class children.
The opportunity to learn enough so that hard work and perseverance can payoff  for all should be the goal.

The question is, how far should we and can we go to strive for equality and is the pursuit of equality, no matter result, still always a noble cause?

It never was. It's pure nonsense. By the very definition, the people with the duty to enforce equality for others will be unequal, so it becomes the exact opposite, as it happens with all ideas in practice.
Equality is nonsense. It's political rhetoric used by the left to create a problem and present themselves as the solution. They create dissatisfaction and disagreement between different people, then come up with the magical solution and ask you to vote for them.

For example, in the US, you could pass legislation to allow people to go to universities or colleges for free or lower costs.

That's a very good example on why it's nonsense and why it doesn't work. Nothing is free in this world, so by definition you're asking for some people to pay for college for others. You start your quest for equality by promoting inequality in another level. Then you can't afford to give a high quality free college education for everyone, so there will be competition and acceptance tests and those who come from better schools and who can afford preparatory courses will be at an advantage. In the end it will make absolutely no practical difference for the people, it will just give the government control over who goes to college and how much they get paid for it.
